How do you judge a town as being cool,awesome,etc?

So for those who love to develop and make their town awesome and like seeing other towns and player's characters, what is it about those things that you like the best, is it the layout,the originality,the creativity? what makes you look at a town (or player's character) and say wow this town/character is amazing! As for me I like seeing creativity and how they can make their town unique,how different the town can feel (even if simple).
 
having a cohesive theme like when all of the pwps seem to match together with the general idea of the paths and landscaping. also when people only have flowers of certain colors and stuff, that's a lot of hard work to me and i really like seeing it. my town isn't to that point yet, i don't have enough of the pwps i want suggested, so to see a town where someone has gotten to that goal point i have is really awesome to me

Layout is important due to being thoughtful with accessibility. If you, as mayor or an alternative human, have something going that requires having to get to a town's opposite side you're going to want not to have to go through hoops to get there.

I didn't give the map thought when I started the game. But I realize, months later, that I lucked out with a pretty good one. I don't know how to post it. But it flows where, north to south, the river starts northeast and flows south and west. The beach is accessed from the south and southeast. That means my museum, on northern Main Street, is on the west side. My three bridges are placed far enough from each other to give the majority of the villagers convenient access. (And me, as mayor and one of my other northern-located humans, convenient access to them.)

I look at the town as a work in progress. It's continuous for the time being. Even after I just received the Perfect Town rating from this past Tuesday.

I agree with what Candy83 say about the accessibility of certain things. This is probably the most important thing to look for in any map layout, but to each their own, you know? There are some map layouts out there that just prevent it from happening, so I can understand if it's a bit tedious to travel from so-and-so place. I dislike how my Retail is on the right center of the map, when the shopping district and the closest hill to the beach are at the top/bottom center. Still, it's isn't too much of a problem for visitors since it's right next to Town Tree.

What I look for the most is effort toward uniformity, so it's easy to please me as a "judge" of your town, lol. You can be a bit sloppy if you like, but if I don't see the reason why things are the way they are, then eh... xD

I'm not hard to please either. If you have anything remotely interesting in your town, I'm counting it as a good experience. This could be anything from interesting placement of flowers, combinations of PWPs, a cool flag or path designs you've made yourself. QR codes are fine, but it gets tedious seeing the same designs over and over. Home made paths and flags are the things I enjoy seeing the most. And they don't have to be amazing (mine aren't). I just think it's cool to see things people use that they have made themselves. That way their town becomes more "this person" and I get kind of an idea of who they are.
 
Town map layout (I'm very strict with my possibilities there), flag, arrangement of PWP's and flowers.
 
Not the layout for me, because some people can work with even the most cumbersome layouts and make something unique out of it!

To be honest, I'm not "picky" as far as landscaping and such either. My reasoning behind not being picky is that everyone has their own tastes and reasons behind crafting the towns that they do. As long as the player has made a mark on the town, I can usually find something to appreciate, like Sour of Abnaxus said.
(Though the worst for me is when I pick a random town in the dream suite and she takes me to a town that looks almost completely untouched and it's still in like July 2013. Maybe it's just my bad luck, but that happens to me a lot!)

As for my top top favorite towns that I visit multiple times in the dream suite, what I often appreciate is:
a well-thought-out and coherent theme/style throughout the town, a good structure (or even a good, interesting lack of structure), creativity and originality (decorations or patterns I haven't seen before), and often times, the aesthetic of the town just simply appeals to me (I like lots of colorful hybrids, I like fairy-tale PWPs especially, etc.)
