I just started a new town, and would like to plan out where I want to place PWPs and villager homes.. but I dont even know where to start.

I'd like to know how others do it so i can get a good idea of where to start. Maybe start by placing a path?
 
Place paths last. If all your dream villagers haven't moved in yet where you want them to, don't start. Only start on the parts like the town hall and train station where they won't move in yet.
 
Have you sorted where you want your villager houses to go yet? If not, it's not a massive thing. I placed all my paths before getting my permanent villagers. I'd set those out first and it gives you an idea of what space you've got to work with for your pwps.
Then, when you move out the villagers you don't want you can always alter your paths of necessary. I left a couple of large spaces for things like the cafe and campsite. Any spare spaces I now have left over are just covered with flowers. I've also lined my paths with bushes but I would hold off on that until you have your pwps and villagers in place. Just like the paths with flowers for now to set them off, if you want to of course
