How do you decorate/theme rooms with outdoor-themed wallpapers?

Do you decorate them like they're outdoors like villagers do? Or do you make them into rooms of a house?

I got the stormy-night wallpaper, and I have NO IDEA what to do with it! I'm leaning towards making it into a bathroom with a shower and a whirlpool bathtub. If you have the stormy-night wallpaper, what did you do with yours?

Stylistically urban. Street signs. Trafic cones, trash bins. I try to make a scene since most villager don't have a typical room. I use Harvs island to make a mock up of what I'd like to see then just jot down what worked and buy it from the catalog.
