How do u change the town

ok I know that u need action replay to do it but i've gone through every nook (haha) and cranny and I can't find it help please.

make many designs and paste them on the ground. u can make your town different that way or use action replay/gameshark.

No i mean the town edit thing were you can change were things go but the patterens might be cool.
