you just have to pay off your first home loan (i think it's like 40k bells?) and then tortimer will show up and talk to you about it. c:

You have to upgrade your house at least once. Then one day Tortimer will talk to you. You'll have to wait one more day after that and then at the dock Kappan will be waiting for you.
