You need a Wii U and 3DS within the game to play them. You put them in your house, then click A to use.
EDIT: You may be able to collect them via Cookies at the nooklings store, or via Amiibo.

All the amiibo visitors are supposed to have them in their catalogs. They may have different versions though -- I scanned Isabelle and got the Isabelle New 3DS from her, but Rover had the plain white one. (haven't scanned any other amiibos yet)
