How do I get a Perfect Town?

Here's what Isabelle says:

"Well, if I compared it to a letter, it would be written quite well, but the sender's name would be left off! Anyway, it only has a tiny way still to go, so I hope it continues like this to become the best town ever!"

She doesn't say I need more greenery or PWP's. What should I do?

PWP's I have:

Fountain
Standee x2
Fire hydrant
Cafe
Campsite
Yellow bench
Fence
Stone tablet
Reset Center
Water well

I also have the Beautiful Town ordinance.
What do I do??

Ensure no items or fossils are left above found or buried, find litter in river and sea. Plant trees and flowers and have 10 pwp at least
