How do I cycle villagers?

I just started a second town with plenty of room in it and I would like to get some new villagers. Could someone please explain (or point me in the direction of a thread that does) how to cycle and adopt villagers? Thanks!

cycling is basically moving out villagers as quickly as possible, while keeping them original as possible, if you're wanting to open up a cycling town! my tips would be: replace all the designs in the able sister's shop with umbrella designs so the villagers can't change their shirt design; also put up cheap items in retail for ridiculous prices (like a pear for 999,999 bells) so none of the villagers can sell the stuff in their houses!
basically it's interacting with the villagers as little as possible to get them to move out for a profit, or to help others obtain their dreamies. adopting villagers is just as simple, either you buy them or get them for free from one of the btb user's towns. you'll walk in their house, and they'll be in boxes, you'll talk to them, and they'll say "i'm moving, but i don't know where yet!" and your villager will suggest moving into your town. it works as long as you have an open space and no one plotting!
