So while I was visiting someone, the clock was 5:50AM, so I waited until 6AM and..... nothing happened. So I tried leaving and coming back, and everything was still the same as it was before 6AM. So my question is: Does that person have to wait until the next time the clock hits 6AM to "refresh" his town for that day?

Good evening, everyone! We have an egg hunt announcement! An additional clue for egg #21 will be posted Monday at 6 PM EDT if it hasn't been found by then. The egg hunt will also be extended until Tuesday morning at 10 AM EDT.

Did they end the multiplayer session or did you leave through the train station? If the latter, I don't think it will "refresh" to a new day while the gate is open.
If the gates are open during the 6AM transition the town will remain in "yesterday mode". Shops will remain closed even if they are supposed to be open and new items won't spawn. The town will reset once the gates are closed, but I'm not sure if they have to log back in for it to happen. Visitors and mail also come and go when you change your location (going inside or to mainstreet) so maybe that will also be enough for the town to reset to "today mode".
