Hitaus help

I want to take a short hitaus from NL, and I know you must decline a vilager to move. I did, and once I came back all the vilagers were there but they were wondering where I was.. Is that supposed to happen? Marshal Asked to move last night just got back on) and I declined. Do I just go on whenever or is there anything I missed?
