HHP: special villager amiibos - who gets to have roommates?

I couldn't find any info elsewhere, so I was wondering if anyone knows... Which "special villagers" that are amiibo-invite-only can have roommates? I wanted to make a vacation home for Celeste and Blathers, but Celeste refuses roommates. Will that be the same case for Flick and CJ?

Some NPCs have preset roommates. Most of them don't have roommates and can't have roommates.


The ones with roommate are.
Leila, Leilani, Kapp’n, Grams
Cyrus, Reese
Flick, CJ
Joan, Daisy Mae
Timmy, Tommy
Mabel, Sable, Label
