Cafe 2nd floor is unlocked after reaching the "Superstar Designer" title. Keep decorating and you'll unlock it eventually (50-60 houses).
Restaurant 2nd floor is unlocked after creating 3 roommate pairs and had your first KK Festival (30 houses).

the superstar title entails decorating 50 houses, correct?
Not necessarily. There's a hidden point system that you rack up as you keep decorating houses. I managed to get mine at around those amount.

I'm just a ghost.
I am surprised that the School out of all the facilities hasn't gotten an upgrade to the 2nd floor. Been trying to get it but I recently got the 2nd floor for the Café. If there is not one for the school then that is pretty disappointing, because I've been making a lot of homes and so far nothing or a mention from Lottie about upgrading the School.
