HHP question!

So after a while, Niko tells you that you can start using the diys you have in your builds, as long as you've crafted it at least once before. But I noticed that you can use them even without crafting it... like the cave DIY. I never crafted it before, but I can use it. So I'm very confused what Niko meant when he said that. I feel like I'm not interpreting it the right way so of anyone could clarify it for me, that would be amazing thank you!!

The game will unlock DIYs you haven’t learned to use in the houses, but when you reach the level you’re talking about, you’re also able to use all DIYs you’ve learned, including those not unlocked by HHP yet

I think he's talking about items you haven't unlocked through villagers. I don't have the cave DIY and never crafted it but it's available in HHP for me too, probably because some villagers have requested it.
