At my HHP, I've done all of the homes I can do excluding NPC's (don't have any amiibo cards) and the villagers currently living on my island.
I invited Frobert to the island with the chocolates, but when I said "I'm ready to work," I went back outside and he disappeared. Not on the beach or any of the buildings.
Not sure if this is a glitch, if this is because I'd done homes for everyone else on the island or because he asked to move earlier today and I said yes.
[Edit: I tried the same thing with Raymond and I'm in the middle of doing the vacation home for him. Apparently, if you agree to let a villager move out, you can't do a vacation home for them until after they're fully moved out].
