Why is it saying something about parental controls when I try to open the gate and my 3ds don't have parental controls on.

I have, never heard of this. Have you tried turning the controls on then off again?

Go to system settings then go to parental controls to change it

I had the same issue this weekend on my 2DS, which I bought refurbished. Go into settings and parental controls and then "Clear Parental Controls."
