yes, I had my gold tools and some dlc laying out and some uggo moved right on top of it when I had restarted

Totally possible, same goes with tents. Lost my gold watering can in the latter case due to Katrina and I didn't have a police station.

Yes, any buildings (Villager Homes, Katrina, Redds, Speical Events) can make items disapear. The items will go to the Police Station.

I just built a police station months into my game & some old items turned up there IDK
