I created a new save file today to see if anyone has moved and to my surprise Flurry was in boxes! Is there a way I can stop her from moving?

Start your mayor and before loading up, change the time back to yesterday (or whenever you last played). Find Flurry and get her to ping you, then you can tell her to stay.
