not sure if this is in the right place so sorry if it is wrong it just a quick question

if a villager have moved out can you get them back or can the never move in again

You can get them back, but only after 16 other villagers have moved out. Then the game will 'forget' they were in your town. You might have seen some people talking about the '16 villager cycle' and they are talking about getting an old villager to move back in.
