Yesterday one of my villagers mentioned that another, Chops, was thinking about moving. I went and found Chops, and he didn't ping. I switched to my other character and he didn't ping. So I switched back to my mayor and he didn't ping. In response I decided to go diving for 5-10 minutes to see I he would ping and he didn't. I switched back to my other character again, and once he didn't I gave up, realizing that he'll ask tomorrow because this has happened to me with several other villagers (And there had been no mention of rumors earlier in the week so I know this was the first day the rumor was brought up). No harm done, right?

Until I went on today and I remembered that it's his birthday today, so he'll be inside all day.

So will he move for certain now since he never got to ping? Or will he ask tomorrow? I literally just finished landscaping my town, and I really don't want to lose a villager and have to get another one (especially this close to Halloween) and have all my hard work go to waste.

I haven't saved at all today, so would TTing to yesterday get him to ping? Or am I pretty much screwed?

I think they leave their homes at around midnight? I'm not sure exactly when, but I recall reading that they do leave their home on their birthday before going to sleep.

Failing that, I believe the TT Trick is to test the new day with a new character, and you can set up their tent if all is as you want it to be. Nothing is permanent until you load up an existing character, so it can be pretty helpful for plot resetting or seeing if anyone is planning on moving. Time Travel comes into play if all is not well, I think.

I was the one who said that. At midnight they leave their house on the day of their birthday (:

I'd TT back to yesterday if I were you but make sure you don't accidentally set the time to earlier than you last played or the game will treat it like you've gone a day forward.

He probably didn't ping because you haven't spoken to him in a week or more. Or perhaps another villager pinged you before and you didn't wait long enough before walking in front of him. I'm pretty sure these are the only 2 things that will stop a villager from pinging. Just try talking to him a couple of times, then save and quit and walk in front of him, making sure no other villagers ping you first. If they do you need to save and quit and try again.

First, try cuddle's trick, because if they leave the house at midnight I would box them in with holes and do the ping trick till they cough up their plans to move! The new ACNL day does not start till 6am - should give you plenty of time.

Next, I have long-term villagers and high friendship, and they always seem to give me 5 days notice. So, on the 13th they will tell me they plan to move the 18th. If I don't happen to see them on the 13th, the next day is when I might first hear about the move from someone else. So I will sometimes hear as early as the 14th from someone else. If the birthday is the 15th, I will still have time on the 16th and even the 17th to get a ping. So I think it's possible that even if you have to go forward a day Chops may not be in boxes. It will just depend how long Chops has been thinking about moving before you heard about it. Good luck! Let us know how it turns out!!

I tried TTing to midnight and he still seems to be in his house? Is it because it's technically the 14th and not the 13th? I'm not sure

It's random whether or not they are in their house or not, so if you keep saving and quitting, you should be able to eventually catch him outside.

If the da before birthday was his first day thinking of moving celebrate with him and catch him on the 16th higher chance to get a pic when he leaves if do not have. Or if have no played on his birthday which seems you have can tt back but that is a new day so same as going to the 16th. As someone said you can use a new villager on 16th day after bday to see if he is still out, if you have beautiful or early town he may not come out after midnight. If he is awake though keep trying you have from midnight until 6am and if set to late night he will come out. I think though he should still be there tomorrow if he just thought to leave yesterday you have another day to stop him.
