Help with PWP?

I've read some guides about how to effectively get villagers to ping you with new public works projects (PWP) but I haven't had much luck.

What I've been doing is wearing the swimsuit with no items in my inventory and no cash on me, going out into the middle of the ocean where no villagers can see me for about 10 minutes and then going back into town and looking for the villager who pings.

Ankha pinged me like 3 times to change her phrase, and no one else pinged after that after about two hours. D:

Anyone else have any other suggestions or tips? Is there some kind of state your town can be in that helps PWP to be recommended? (perfect town, at least x pwp, etc.?) Maybe the time of day? :/ Any help would be appreciated~
 
5 minutes out in the water is enough.
After a while (I think one hour) you have to either save and continue or talk to your villagers,
or they won't ping you anymore.

Also that depends on the person but personally I prefer to keep my pockets full of stuff villagers can't ask for. Like bush starts, saplings, unassessed fossils...
If you have your pockets empty they can still give you stuff.

But yeah even with the wetsuit trick it can take a while.

Do it around a time when your villagers are all awake. :3

In my experience, I usually holds a megaphone while my inventory is full of flowers. So when I'm done swimming, I can just call a specific villagers and hope to get a PWP based from their personality :)

Oh nice! now I need a megaphone xD
 
Tip: just closing the 3ds for ten seconds or so is enough to stop your villagers doing the "you look tired" thing. No need to save/continue.
