Help with Club LOL

Heya! I am having trouble getting Club LOL. Dr Shrunk came to my town and I got all the signatures and approved the building of the club. The next day, there is still no sign of a club being built. Can the Club not be built at the same time while a public works project is in progress? I'm pretty sure I saved and I wasn't notified that I didn't, but if I forgot, will there be another opportunity for the Club to be built? Thanks! I appreciate your time :3
