Help with campground

I am a little confused with 1 thing.
To scan for people to get into your campground, do you talk to Wisp or Harvey?

When you talk to Harvey, he has an option called "Do you have Wi-Fi?" & me and a few friends tried it multiple times & he would always say no, basically. I then see people are talking to wisp to get the amiibo figures in the camp ground, not harvey. If that is true, then what does Harvey's wifi thing mean?

Not sure what Harvey's wifi thing is about. You do need to find Wisp in your town (randomly, can take a while) and then take his lamp home and interact with it and I believe that's how you scan in the villagers!

Yes! I have already unlocked about everything in the update & have used wisp a few times, I am just really confused about what that option with Harvey means if not the amiibo figures. Haven't read anything about it yet! Guess we'll have to wait n see. 0-0

I'm partially thinking, it is more of a tongue in cheek type thing. Like, you go camping annnnd you have no wifi or signal type thing and you're asking him if he has any.

Granted I could be wrong. ^^;

I'm connected to WiFi, and he gave me the option to scan in Amiibo. He says something along the lines of 'we only have it for visitors, do you want to use it?' You need to be actually connected for that option to work. Now I can use either Harvey or Wisp to scan Amiibo in.

Mine says "Do you have Wi-Fi-" and says this is supposed to be a place where people come to rest etc.. so no phones, then says I can use it though to invite campers from other locations & that's it. He then asks if there was someone I want to invite, I click yes. Then it says to try again another day. So ???
