So I was playing with the meagphone and shocked Blaire and now shes angry. I really love Blaire. Did this hurt my friendship with her and if did, what do I do?

I think it does hurt you're friendship with her, but only slightly. Just sending her a letter with a present should fix it

As Random said, it's only a small step back. Send her a letter with a present, do her a favor, or just talk to her a bit and things will be fine. She should stop stomping around a few minutes after the incident and act like nothing ever happened.
