So my friend has a villager I want, but now he's moving. I tried to visit him, but he doesn't say anything about moving to my town since my town already has 10 villagers. The only solution is to get rid of one villager by time traveling. Is there anyway I can get him without time traveling? D:
Also, I need to pick him up before tonight when he completely moves out.
The only way to get him, without time travelling, would be to wait for that villager to move out of a different town when you do have some room.
Or to wait for that villager to show up as a camper in your town when you only have nine villagers.

Actually, if you do happen to time travel and you have 9 villagers, there is a chance you may still get the villager you want in the 'queue' if you happen to be the only one that's been wifi-ing with your friend. I've wifi'ed with someone before and I'm guessing she rarely ever wifid with other people so I ended up getting T-Bone, a villager she said she had months ago (in game) instead of who I wanted, Felicity. So, it could work out if your friend doesn't let anyone else in his town for a while.
