I want to invite someone to my town, they added my friend code but i didnt add them bc someone is in my town so i cant add their friend code... can they still come although i didnt add them?

no the other person has to leave and then you can add them. or maybe you just have to close your gates

Nope, it has to be mutual... You'd have to close your gates, add the person, and then invite both people back in
