Help me with the town layout!

So my little brother restarted his town and got himself an awesome layout but he needs ideas placing things. Where the 2 houses by the plaza is he's going to place down 2 more houses so it'll be 4 houses in a straight line.

So, now ideas for where to place his police station & cafe. Additionally, where is the most ideal spot that he should try to move villagers into? He only started his town like 2 days ago so not many people have moved in yet ^^;

For the villager houses, I think placing the houses alongside the eastern cliff would look nice
