Help me with Dream Suite

I know Isabel must be asleep in order to obtain the option of the Dream Suite but I have been mayor for at least 7days and it just isn't happening. Do I need to go into the town hall a certain number of times before it happens or do I have to go in at a certain time of day? HELP!!! *~*

I don't think so I think its random because I got her to sleep on my second day

Have you built a Public Work's Project yet?

I finally got my Wooden Suspension Bridge built today.
I went into Town Hall to talk to Isabelle and had the opening ceremony on the new bridge.
I went back in later and caught Isabelle sleeping on the job.

I decided to talk to her and I unlocked the option to build the Dream Suite today.
I have been playing since Sunday the 6th of July.

I think you just need to wifi and been mayor for a certain amount of days...I have the prima guide and it says:
complete at least one public works
at least 1 week has passed since since public works has been unlocked
you have accessed the games online/internet features at least once while playing

So, you need to build and complete a PWP. You also need to probably just invite people to your town which will use the Internet Wifi feature.
