You want it to be rated in numbers? Well. The first attempt is always not the best, so maybe you could try to practice a bit before you wanna get some ratings?
If some tips are allowed, you can read further:
-shape of the head is alright
-eyes need to be more balanced, not one bigger and one smaller, try to draw thin straight lines into the head for orientation. Try also to make them rounder. Make the upper lines of the eye thicker and, maybe, add small lashes for a girly style.
-It looks a bit strange that the right ear is visible but not the left one, the problem is probably caused in context with angle and hair, so for now better try to draw both or leave them out (->long hair)
-Hair..well. I don't know how to give tips, maybe it'll be best if you take a reference and try to "copy" it, so that you get a feeling for it. Uhmm... how to say? Try to draw them more natural, not so stiff and curved.
-Maybe you can place the nose a bit lower.
- try to make the legs more like a slight "triangle" not like 2 straight lines.
- chibi feet are often drawn like "hooves" (sorry, I'm bad at finding the right words DX), basically, they are melted with the leg.
- for the arms and upper torso, I'm sorry but I don't know how I should give tips there. But for the chibi to look more natural, you should add detailed clothes. It looks like she doesn't even wear a pants

For the sleeves, clothing isn't clipped to the arms, so try to add more volume and folds to it.
- hands can look either like a "glove" or you add small fingers.

I remember when I first tried out to draw manga, I copied the Harvest Moon characters from my DS game so that I get to know where the lines and stuff should be and get a feeling for it. It's important!
