Help me get my campsite villager

I have tipper in my campsite and she keeps talking about moving to a new town but no matter how many times i talk to her she never suggests moving. I have spoke to her with all 3 of my characters

And you have 9 residents in your town? If you're at 10 they won't ask to move to your town. That's the only thing I can think of at the moment.
Apart from just playing games like crazy.
