Help Making A Cycling Town

So I just purchased a 2nd copy of new leaf ( don't like my first towns layout and several other reasons) and i'm thinking about making my 2nd town a cycling town.

My questions are what would should I know before making a cycling town? I'm new to all of this and not really sure the most efficient way of going about it.

I guess all there really is to know is find a cycling method that suits you and try to make sure no-one sneaks out.
