Someone is in my town trying to get a villager but she refuses t ask him "where she should go" or initiate the phone call dialogue? No one has spoken to her till now I made sure, I havent't had anyone else on my island at all today!!

Is your villager in boxes? Or does the other person have a free slot on their island?

does she have an open plot atm? if she does, sometimes it takes a few times to get the option to adopt them.

He;s been here for 10 minutes talking to her, he even left my island and came back, left and entered her house multiple times , etc
