We can only get once, I think. I don't know I haven't get any more. The only way that I know is from Tom nook at Nature day event or get from Leif after you bought some stuff from him. I won't be surprised if someone can't give you one, maybe you can TT to nature day or buy stuff from Leif.

Hi! You can only get it from Tom Nook on Nature day or buy a bunch of bushes/seeds from Leif and he’ll eventually give it to you.
