So yesterday I went to my stores, only to see Skye outside! I thought I had cycled enough for her, but when I went to pick her up, she didn't come. She's my absolute favorite normal! Well, now she's haunting my main street and I feel like crying every time I go up there. Does anyone know how many more I need to cycle once she appears on main street? I didn't find out about the 16 villager cycle until about 5 or 6 had moved out after her, so I didn't count.

I think what matters most is how many you cycle before you can get them back. I've seen Ken in my main street before Coco and I gave away Coco before Ken, so... I don't believe there is any real order to it.
 
You need to cycle through 16 more villagers until you can let a villager move back in, and after that they won't remember ever living in your town or knowing you. The villagers in your main street show up randomly, there's no set way to figure it out. As long as a villager shows up there, you haven't cycled through 16.

Yeah I know... Why would Nintendo implement that? "Hey, let's make it where when people lose a villager, they have to lose 16 more to get the first one back! Oh and then we'll torture the player by making the villager appear on main street!"

Oh ok. I'm just confused because Skye was either the first or second to move out.

Well consider that once you hit 9 or 10 villagers, they ping you like crazy to move out. The game is designed around you fairly often switching villagers for variety's sake, so I'd guess they didn't want you having one move out only to have them show up again a week later.
 
yeah, I think it's what carb says, i.e. that the game isn't really designed to "keep all our favorites" forever. They're supposed to move out and you get another random one, on and on.

It's not measured in days. When you move out your fifth, your first move-out shows up. When you move out your sixth, the second one joins her. The more you move out, the more show up in order, though once multiples are able to show up, it becomes random which will show up on any given day.

And to echo what was said above, Nintendo wasn't being mean with the 16-villager cycle. In fact, that's not even a thing as far as they are concerned. They keep a record of which villagers you've moved out so the villagers you moved out can remember you if you talk to them, or appear in your Main Street, but they limited it to sixteen so the game doesn't have to store too much data. When 16 villagers have moved, the game purges all of that data on the earliest mover. The 16-villager cycle is an exploit, not a feature.
