Having trouble with perfect town.

I thought I'd have a perfect town by now, but I can't seem to get it. I cut down some trees and Isabelle said there wasn't enough greenery, so I planned way more. Now she's back to harping me about PWP's, and I have 14. I thought 10 was the requirement, but I've been seeing stuff about negative and positive PWP's. Could someone help me with what I have to build in order to get a perfect town?
Also, does New Leaf go by any sort of acreage? There's two relatively empty areas because I don't know how to decorate them because of the lack of houses in those spaces. Do I need an even distribution of different things? Or do repeat projects not count towards the total?

Currently, I have:
Cobblestone bridge x2
Brick bridge
yellow bench
water well
fountain
park clock
street lamp x4
geyser
fire hydrant
chair sculpture

I don't want to keep building the wrong ones. I also have a ton of flowers, and I'm going to keep planting trees.
I just want my flower clock -sobs-

Wow. How long have you been playing? Try setting to Beautiful Town Ordinance. Make sure no trash is on the ground. Plant a variety of fruit trees and also those on the beach. You seem to have the right idea. New Leaf isn't based as much on the acre system but I might be wrong.

I started this town at the beginning of December, but I TTed from August to December when I started. I have Beautiful Town and no trash. I'm gonna try planting more trees.

In my first town I got perfect town no problem. Don't understand what's wrong this time around.

Yes, but that doesn't mean it's any less ridiculous.

OP: Do you have too many trees? Max is 200, and there may be a proportion between nature and PWPs.

I definitely don't have 200 trees. I may not even have enough, but I feel like Isabelle would be saying trees instead of PWP's for the perfect town issue.
I have a bunch of saplings stocked up, so I'll go plant some in the open areas.
