Today is Mira's birthday and for some reason she wasn't in her house, but instead outside.
She pinged at me and told me she was thinking about moving away. I said No and logged out and came back later the same day and a invitation was in my mailbox for her birthday party and when I went to her house, she was having her birthday party like she was supposed to be.
I also had something similar happened with me with Static in my main town, he didn't give me his birthday party invitation until he told me he was planning to move (answer still NO!)
That is strange. I remember having a villager tell me Purrl was thinking of moving, but she was in her house all day, because it was her birthday. I panicked, and figured she would be in boxes the next day, but luckily she wasn't. Maybe your experience is new from the update. I hope so.

I was so confused because they didn't ping until the next day. Then I said no, you can't leave, and TT to the day before.

I haven't had this happen before but maybe the game prioritizes moving out over birthdays?

The same thing happened to me on Tangy's birthday last month.I seem to remember that before the update people would freak out because they would hear a rumor that their villager that was celebrating a birthday(and therefore locked up in their house for the day)was wanting to move out so I believe they did make a change.
I don't think it's happened to me or I may have forgotten, but she was probably outside because villagers who want to move or are rumoured to be moving away, will always be found outside. That's a weird glitch on the game's behalf though, sending you a birthday invitation on the day of their birthday, haha.
This never happened to me. I used to think they wouldn't ping on their birthday (obviously, they're inside the house duh, haha) and delay the plan to move on the next day. Probably, the welcome amiibo update has something to do with the changes.
Happened to me with Graham. He wasn't planning to move, but he would NOT have his birthday party, even when he was in his house. Weirdest thing I've had happen in this game...
Yeah, it seems that for the most part, if they're moving, they won't host their birthdays. Although I've had this happen to me, I've also had the reverse. I was getting rid of Deirdre and someone was willing to buy her, but on the day of her moving, instead of being in boxes (so the person could get her to move to their town,) she hosted her birthday. The next day she was gone.
