You can't put that on her, it's considered a 'helmet' and you can't put those on villagers sadly.

Also some of the hat/head accessories are scaled way down so it looks like they're wearing something meant for a doll house.

Ah- this drives me crazy sometimes! I give a beautiful hat, and they put it on, and I can't see it! Like, where's the hat? The top hat is like that. Ugh... there are very few hats that actually look how I want them to look on my villagers....
