Marshal's not my dreamie, but I for one know secondhand that Marshal is probably the hardest to get, price wise. He's sold a lot, but everyone is all over him and offering a huge load of cash. I haven't got her yet (I recently lost interest in her), but Marina isn't sold as much as Marshal, and goes for probably just as much.

Anything below mid tier three proves so hard to get. People (including me) often void tier 5s quickly. Took me months to get Anabelle whom was a dreamie at the time.
Though, personally, the hardest one I've ever achieved was Marina! People kept promising her to me and then voiding her/giving up.. It was the most stressful thing in-game I've done. Eventually I got her though! I don't even remember how tbh.

Guess what guys! After a Soleil I thought was finally mine got offered to someone else... I did some deep lurking (lol) and rescued a lovely Soleil from someones soon to be auto-void! Now she's mine as soon as she's in boxes!

ive like never SEEN a stinky in a town. probably because of the fact he wears underwear on his head.
Any villager that's a tier 4/5 or a tier 1. With tier 1 villagers, you have to fight other people to get those villagers and you have to be willing to spend a lot of money. With tier 5 villagers, you barely see any auctions for them.
I don't actually have dreamies but I do have villagers I like and would like in my town. The hardest are probably the Tier 5 villagers, since they usually get auto-voided by cyclers and people assume there's no interest in them.Finding Freckles was really difficult since I'd always have to wait to be lucky enough to find people who were willing to take villagers out of auto-void or who were advertising that she was up for adoption. Unfortunately, when I found them, I'd usually have a full town. It doesn't help that I have lots of issues connecting to others via wifi. It took me forever to find her.
The one who's next on my list and that will be probably be equally difficult is Tabby.

Ankha. And Lucky. But Ankha I finally got only because a friend here was so nice to buy her for me for $30 million bells! It was insane that she was so nice! I cherish every moment with Ankha now.
But yeah, some are hard to get because almost nobody gives villagers away. You need to either get very, very lucky or have lots and lots of bells.
But eventually I think we can all get our dreamies. It may take a LONG time, tho. And there are still cyclers out there - bless them! Where would we be without them?

I remember when ACNL first came out and everyone fought teeth and nail...and bells to get their hands on Marshal. I applauded to anyone that managed to get Marshal to move in their town via random villager or campsite.
I wouldn't blame them, he's a marshmallow angry looking smug squirrel. Props to the creator of Marshal.
Zucker the unlucky octopus was the second hardest to get at that time, I believe Ankha was the third.

I had the same issue getting her myself. I think the issue is that most people void villagers like Her because she's tier 5.

I think the 5 tiers were the hardest for me to obtain, like Paula. A lot of people were offering her but when I tried to get her, she was either voided or moved away. Luckily I was able to get her though thanks to a kind user here. :'3

No one was particularly difficult for me to obtain. It was simply a matter of being patient and watching the cycle threads and the other threads in the villager trading plaza until they showed up. Once people knew who I was looking for, everyone was really supportive and helpful in helping me get all of my dreamies.
