I discovered this on accident.
To do this you need:
-To have plucked all your weeds the previous day.
-Have three or less characters. If you have four, you have to delete one.
Steps:
1. Talk to Lief as mayor and get the PWP's
2. Switch to another character. If you don't have any characters, click New Save File and get up to the point where you can save.
3. Talk to Lief. He will give you a furniture piece for the Flower Set. Do this with all your other characters.
4. When you have done this with all of your characters, create a new save file. If you have four characters, you will have to delete one of them.
5. Get your house, save, and then talk to Leif. He will also give you another piece of the set!
6. Drop it and delete the new character you made.
7. Rinse and repeat!
So you don't need to go pick up weeds at another friend's town to get it or buy it from the forums! And I know it works with new characters because I created my third character today and it worked for her!
