Will time travelling back to when he flew past make him come past again?

Yeah, it was the first time I'd seen him in city folk, I wasnt even sure if they kept him in the game

I don't think so it's very rare to see him. I still haven't seen him and I've been playing since Christmas.

I doubt it, and I've not been on animal crossing for more than half the day, so even if he does come a couple times a day, I probably saw him on the second time he went past

When I reset after missing him, he came back around. So, you can definitely see him more than once in the same day somehow.
