Is a massive hassle.

I tend to use the diving trick often as of late, and I'm trying to now get an illuminated heart suggested from Rosie. I've almost unlocked all, aside from most of the Public Art projects from most Smug or Uchi-villagers and some Cranky villager PWPs.

It's quite tiring though, they always will end asking pointless questions in many times a row apparently, meaning the game's out of space to fill in anything new but new PWPs are still out of question.

Man, wish Nintendo had let us have all PWPs unlocked from the start or at least receive them in more surefire ways.
 
It is definitely annoying. I've found that the less I worry about getting them
To suggest them, the more they do.
 
I used to do the diving trick too. But I got tired of it and just let them come as they will. I think it's an achievement when your villagers start suggesting PWPs :) I had unlocked most if not all of Smug/Normal/Cranky/Jock/Lazy PWPs so I was dying for more Peppy/Snooty PWPs. But Mallary just pinged the other day with the hot spring and statue fountain, followed by Puddles suggesting the fairy-tale bridge. I felt like they had read my mind! Best of luck to you!
 
Yes. This is one of the things about the game that annoys me. It shouldn't be so hard. I always make sure to fill my pockets with seashells and get rid of all my bells.This keeps the villagers from asking to buy or sell items.They can't give me anything if my pockets are full.
 
Someone just gave me a tip of doing it before 10 am or after 5 pm, it was taking almost an hour for me if you do it in between so, there's a tip for you :)
 
It takes a really long time sadly. :/
You can try to trap Rosie in a circle of holes to keep her in place. Makes it easier to find her.
 
I used to do the diving trick a lot, but because it takes up so much time I usually wait for a day where I dont have anything going on. I also found that not having any bells and my pockets filled with flowers tends to help out a lot as well. I think I read about the last bit on a Tumblr post a few weeks ago.
