When does Gracie come?

There isn't a set time. But, you have to have the supermarket, and if you don't mind TTing to get the Emporium, here is what you do:
1. Wait for Gracie to come to your town
2. Complete the fashion check
3. Save and quit and set the time to 5:59 am
4. Wait 1 minute
5. Complete the fashion check
6. Rinse and repeat
