I have been trying to solve this on my own for days now but with no luck and it's driving me rather nuts. I have been playing New Leaf for over a year now and Gracie only just appeared a few days ago for me for the first time! So I decided, I would try to finish her clothing-style-quest in one go by taking theme one, going back to 5:59 AM the same day, and then do theme two.
This worked with the first three fashion themes I did, until I was going to try and do the same thing to the last fourth theme check with her. For some reason as I TTed the same way I did previously, she was suddenly gone. I found this really strange, so I attempted to TT to a day prior to the day she appeared, the 13th (It was the 13th in real life, but the game was set on 14th when she appeared for me). But this did nothing, either. So I tried again by TTing to the 14th, 5:59 AM, but still, no Gracie.
Instead I noticed I would get Redd, or Katrina, after re-setting it like this over and over, but no Gracie what so ever. I then tried to TT to the 15th but same there, if not Katrina it was Redd or Gulliver. I'm running out of ideas on what to do so I am wondering if somebody's ran into this problem? Because I can not find anything online sadly.
In the end what I am trying is that I have set it on 5:59 AM on the 14th, and then I keep on re-setting with a "new" save file instead, without "saving", to "reset" my city with a new "visitor", but it is still only Katrina, Redd, or Gulliver that appears, and no sight of Gracie at all.
Am I screwed with my last fashion check with Gracie? Or is there a way for her to appear again on the 14th? I know that the 13th was a Sunday and 14th was a Monday, and I think I read somewhere about this whole "visitors being decided" on a Monday..? So does this mean I messed it up when I TTed to Sunday?
Sorry this is long but I thought the more detailed I explain it the easier it will be to understand my problem!
