Actually, this is what I was looking for:

No user that is under 13 may register a board. To register on a board, anyone under 13 must fill out a COPPA form. We do not collect personally identifiable information from anyone known to be under 13. If ZetaBoards finds a user under the age of 13 providing personally identifiable information on our site, we will delete that user and/or any information related to that user.

I was just proving a point. And a lot of people don't act their age. It's not always their fault. A lot of kids act dumb because they have ADHD or similar problems.
