Good place to put my cafe and police station?

I'm pretty slow with progress on my game so I have yet to get this stuff in!
The problem is that I have no idea where to put any of it. :c
I'm really sorry for the bad quality images. These ones are spots I was thinking about, but I wanted to hear about what spots on the map might also be a good idea! I'm really indecisive </3

Just letting you know, the Cafe is a REALLY big pwp, so it wouldn't fit the 4th image. you'd have to demolish some of your work to fit in the cafe in your 1st, third and 5th images.
Other than that, I was thinking about the spot to the left of the town hall. Pretty sure it has enough space, and you could make a mini-district
My map is a good example.
I got lucky with the town hall and Retail being placed next to each other, so it was common sense to place a cafe next to them as well. (But since the pond was blocking the way, and I had placed a zen bell on the left side, I just put it at the bottom)

The fourth image was intended for the police station, actually! I was just marking down a possible general area.
I was thinking to the left of the town hall too, but one of the villagers I'd really like to keep would end up rearing two buildings instead of one! Its really difficult to decide ;;

I think the second image would be a nice place for the caf?! It has a nice ocean view and a private area which you can develop with other PWPs. I like the last one for the police station for the shape of the land around it. But it really depends on what scenery you're going for, if you want main buildings spaced out or together.

Think hard about it as they both cannot be demolished.
