I know you have to keep your town beautiful for 15 days. so can you enact the beautiful town ordanance then time travel 15 days to the future and get it?

Having the beautiful town ordinance helps, but you still need other stuff to get a perfect town.
Try getting a perfect town first then you can TT, but if you TT straight to the 15th day, some villagers may move out and affect the rating.

Earlier today I received the golden watering can. I was really surprised and shocked. Last week 5 Jacob's Ladders appeared.
Someone had posted you only get one for a perfect town.
I don't have the beautification ordinance. I am the one that is watering at 1am.
