How do I get the Golden watering Can? Ive done the satisfaction survey 15 days in a row with a perfect town but I still cant get it..

Well, if your town has maintained a perfect rating for 15 days straight, you should have received it from Isabelle on the fifteenth day. Maybe you miscounted the day...?
