Golden rod achievement?

So, I finally caught a Coelacanth last night!!! Yay!!

All I am missing is a Loach that appears in March - May then I should be able to get the golden rod.

I want to ask if I could fish this fish in a town that is not my own? Does this count to my achievement? and how will I get this rod? Is it at the museum??

You can fish in someone else's town and it does count .

You get the rod by talking to chip during the fishing tourney with a completed codex.
