You let black roses wilt, water them with a golden can and you get gold roses. I believe you can breed multiple black roses, so this will be the best option. You probably we need to not have the beautiful town ordiance too.

You can change your ordinance any time, my suggestion is to keep the beautiful town one until you have all the black roses you want. After that switch to something else until they've all been wilted and turned gold with a gold watering can.
