Ok something is wrong yesterday i went to someone's town to get my 9th dream villager so then i time travel 2 days for the villager to move in i went to go see the plot but it wasn't my dream villager it was a different villager

Did you make sure you didn't have any plots in your town before going over?
Since the streetpass person's voided villager could have plotted before going to adopt... making you unable to adopt the new villager.

I would ask if you have had the villager before and didn't cycle 16, yet...
But if that was the case, then they shouldn't have been able to give you the "move to my town" prompt.

Since when you "adopt" a villager ((campsite or another village)) and no one has plotted in your town, they take priority. Unless you "adopt" more than one villager, then the last one adopted will be the one moving in...
Which doesn't sound like you did that...
... so again, I have no idea.
