Giving away villagers - How?

So it'll be my first time giving away villagers when they move, and this is probably a silly question but how exactly do i go about giving them away? Does the person who wants my villager come to my town and speak to them? and is it 100% that they'll move to their town? ALSO. Do they have to be in boxes or not?

Add each other with the friend code, they go to your town when that villager is in boxes, and then they convince them to move into their town.
They must be in boxes.

What happens if the person chatting to them already has 10 houses? Does the conversation about them moving there just not happen?
